Thank you for this valuable info. However, I am not surprised that 27% of voters decide who is going to be the president — it is similar in Balkan countries. At least a third of population never votes. High rates of voting are usually connected to either totalitarian regimes or very disciplined population in developed countries who are obliged to vote by the law.
